    AgroVet Research & Development Foundation (ARDF) is a nationally active, Section‑8, not‑for‑profit organisation working at the interface of animal welfare, public health, and veterinary capacity building. Through our Dog Population Management and Animal Birth Control (ABC) initiatives, ARDF supports Urban Local Bodies (ULBs), industrial townships, and corporate entities in implementing humane, legally compliant, and outcome‑oriented stray dog management programmes.

    Our approach is firmly aligned with the Animal Birth Control (Dogs) Rules, 2023 and recent Supreme Court of India directives emphasising humane population control, public safety, and accountability of State and municipal authorities.

    The Hon’ble Supreme Court of India has repeatedly underscored that indiscriminate removal, relocation, or cruel handling of dogs is impermissible, and that scientific sterilisation, vaccination, and monitoring are the only sustainable and lawful solutions.

    1. Humane Dog Catching Services

    Trained dog catching personnel following approved SOPs

    Use of humane equipment (loop catchers, nets, transport cages)

    Stress‑minimised, non‑injurious capture methods

    Area‑wise and time‑based capture planning

    Community‑assisted catching wherever feasible

    1. Dog Sterilisation & Anti‑Rabies Vaccination

    Male and female dog sterilisation (spay & neuter)

    Anti‑rabies vaccination and deworming

    High‑volume, high‑quality surgery protocols

    Strict aseptic and anaesthesia safety standards

    Engagement of trained government and private veterinarians

    1. Post‑Operative Care & Territorial Release

    Post‑surgery monitoring and recovery

    Release of dogs back to original territories as mandated by law

    Recent proceedings before the Hon’ble Supreme Court of India have reinforced the following principles:

    Dog population control is a statutory obligation of States and Urban Local Bodies

    Indiscriminate relocation or permanent confinement of dogs is not permissible

    Sterilisation, vaccination, and regulated feeding are essential for public safety

    Authorities must demonstrate measurable outcomes and accountability

    Expanding sterilisation capacity through trained veterinary manpower

    Ensuring humane catching and lawful release

    Strengthening monitoring, documentation, and transparency

    Public–Private Veterinary Partnership (PPVP) Model

    ARDF promotes a Public–Private Veterinary Partnership framework to strengthen ABC implementation:

    Engagement of empanelled private veterinary clinics

    Deployment of trained private veterinarians for sterilisation

    Voucher‑based or service‑based payment mechanisms

    Reduced burden on municipal infrastructure

    Long‑term sustainability and quality assurance

    This model is particularly suited for industrial townships and municipal corporations, including Jamshedpur and similar urban ecosystems.

    Training & Capacity Building

    ARDF conducts structured training programmes for:

    Dog catchers and animal handlers

    Municipal veterinary staff
